Territorial Council: Nine elected officials from the majority were absent on Friday

The twenty-three elected officials were summoned to a plenary session at 2:30 p.m. to deliberate on three items, one of which was added at the start of the session. Only twelve were present—the minimum number of elected officials required to be physically present for the session to proceed, known as a quorum; proxies are not counted toward the quorum.
Of the twelve elected officials present, only seven were from the majority: Louis Mussington, Vice Presidents Alain Richardson, Bernadette Davis, and Michel Petit, Frantz Gumbs, Steven Cocks, and Daniel Arnel. Absent were: Vice President Dominique Democrite-Louisy, Martine Beldor, Annick Petrus, Raphaël Sanchez, Valérie Fonrose, Marc-Gérald Ménard, Valérie Damaseau, Valérie Damaseau, and Bernadette Venthou-Dumaine. Nine elected officials from the majority did not attend and did not provide a proxy to be represented and ensure that their votes were counted during the deliberations.
On the other side, five opposition members were also present and helped establish a quorum: Daniel Gibbs, Marie-Dominique Ramphord, Mélissa Rembotte, Jules Charville, and Angeline Laurence. Alain Gros-Desormeaux and Philippe Philidor were absent, but Philidor had provided a proxy.
“Especially with the opposition present, you have a quorum—it would be nice to point that out... The chamber is strangely empty, Mr. Chairman,” commented Daniel Gibbs. Following this, Louis Mussington thanked each member of the opposition for their presence.
